Reporting Responsibilities for INBRE Funded Researchers

 

July 16, 2004 The IDeA Networks of Biomedical Research Excellence (INBRE) Grant was awarded to the state of Idaho by the National Institutes of Health (NIH) and the National Center for Research Resources (NCRR).  One condition of the INBRE grant is the submission of a very detailed annual progress report to NIH and NCRR.  The extensive information required by NIH and NCRR for the annual progress report is all encompassing and requires specific information, ranging from individual participants to campus wide data from all participating institutions.  In order to complete the annual progress report to NIH/NCRR, we will require each institution to submit a detailed annual progress report to the administrative INBRE office at the University of Idaho.  Below you will find a list of questions you may expect to see on the annual progress report for your institution.

 

While reviewing the information below, please keep in mind:

 

Although the information we are requesting may seem extensive, please know that we are only requesting the information that NIH requires us to provide in the annual progress report.  NIH uses this information to justify the National INBRE Program to the U.S. Congress.

 

The information requested is for one project period/budget period or one year of the grant usually from July 1st – June 30th.

 

 The information requested is for one project period/budget period usually from May 1st – April 30th.

 

Expect to see a request for this information sometime between October and December each year.

 

All data will be submitted on-line through the INBRE on-line assessment database.

 

Please keep in mind that all information listed below is subject to change.  The examples below are based on the information NIH has requested us to report in the past.  It is possible that NIH may choose to change the information they require us to report.  Should NIH change the information they require from us, we will alter questions we ask of you accordingly.

 

The information provided below is only an example.  Detailed reporting requirements, definitions, and instructions will be provided at annual assessment time.

 

 

Example of Institutional Data Required for Annual Progress Report to NIH/NCRR  (All data is for one project period/budget period)

 

 

 Funding:  For the reporting period:
   

How many grants have you submitted (total number)?

    How many NIH grants have you submitted?
   

How many grants have you been awarded?

    How many NIH grants have you been awarded?
    Have you been awarded an R01?  If so is this the first one?

List all current and pending support – indicate if and how it is related to your INBRE project or previous BRIN funds.

List all name and e-mail address for all students working in your lab that are involved in any way with INBRE funded projects or programs.  (paid or not)
List all in press or published journal articles, abstracts, or books for the reporting period and indicate if publication cites BRIN/INBRE.
List all presentations given during the reporting period.  Include:
    Presentation title.
    Presentation date.
    Presentation subjects.
    Title of the event where the presentation occurred.
    Was BRIN/INBRE cited?
 List all peer review groups in which you participated at your institution and outside your institution.
   

 

Other important responsibilities and terms

 

Be aware that you must provide documentation for all Human Subjects and Animal Use.  You must submit all documentation to the INBRE office.  Even if you are exempt….we need an exemption letter from your IRB.  Failure to obtain written pre-approval for all research involving Human Subjects or Animal Use will result in non-reimbursement of those expenses.  This includes pre-approval on any new protocols or changes in animal use mid project.  This is a requirement of NIH.  Even if you have approval through another agency you must be re-approved through NIH. 

 

·        Notify us immediately regarding changes in staffing.

 

·Citation and Acknowledgment of Federal Funding:

 

As required by HHS appropriations acts, all HHS grantees must acknowledge Federal funding when issuing statements, press releases, requests for proposals, bid invitations, and other documents describing projects or programs funded in whole or in part with Federal money.  Grantees are required to state (1) the percentage and dollar amounts of the total program or project costs financed with federal money and (2) the percentage and dollar amount of the total costs financed by nongovernmental sources.

 

If your research benefited from the use of BRIN/INBRE equipment, or you received money from BRIN/INBRE that contributed to your research you must cite BRIN/INBRE on all publications, presentations, press releases, request for proposals, bid invitations, or any other documents or applications that describe projects or programs that would have been supported by BRIN/INBRE.
